Information About This Third Party Web Portal
This Web Portal (https://portal.utilitydistrict.com/1236) is made available through a third party arrangement between the City of Midway, Kentucky on behalf of Midway Water Works (“City of Midway”) and United Systems & Software, Inc., doing business as Alliance™ (“Alliance™”). The Web Portal is available to registered Midway Water Works customers as a convenient way to view and pay water utility bills. To access the Web Portal, Midway Water Works customers must register and create a Web Portal account.
The Web Portal is supplied and supported by Alliance™. The personal information that you supply to register and create a Web Portal account is stored on a web server maintained by Alliance™, and not on servers maintained by the City of Midway. Alliance™ administers the Web Portal account registration process. When you register for a Web Portal account, you will be requested to submit your name, email address, phone number, water utility account number, your present meter reading and other information to verify your identity. Although the City of Midway expects Alliance to protect your privacy and to secure any personal information you submit via this Web Portal, the City of Midway cannot and does not guarantee the privacy and security of web servers, portals, computers and technology used by Alliance to host this Web Portal.
Online payment of your water utility bill via the Web Portal is made possible through an arrangement between the City of Midway and Nexbillpay®, a third party payment processor and vendor partner of Alliance™. The personal information transmitted to Nexbillpay® will include your name, address, phone number, water utility account number and financial information, such as a credit or debit card number or your bank account number. Personal and financial information that you supply to make an online payment is transmitted to web servers or computers maintained by Nexbillpay®, and not to servers or computers maintained or accessible by the City of Midway.
Our Use of the Information You Submit on This Web Portal
Although the City of Midway has access to customer account information on this Web Portal, the personal and financial information you submit using the Web Portal and Online Payment feature is not transmitted to any web servers or network computers maintained by the City of Midway. Midway Water Works customer account information is accessible to the City of Midway in order to manage customer water utility accounts. The City of Midway reserves the right to de-activate, remove or force a password reset for Web Portal accounts that are inactive for an extended period, have been opened with incorrect or fraudulent information, present a security risk, or for other legitimate business reasons.
If you register for a Web Portal account and supply your email and phone number, this information may be used by the City of Midway to contact you. During registration, you have several options under the Email Notification Setting. If you choose “All email notifications”, you consent to the City of Midway sending you e-mail notifications, news and announcements that may or may not be related to your water utility bill. If you do not want to receive any email notifications from the City of Midway, you must select “Disallow notifications.” If you only want email notifications related to your water utility bill, you must select “Only bill notifications.”
To register for a Web Portal account, you must supply a user name/email address and create a password between 8 and 15 characters. We recommend that you create a unique password. Do NOT use the same password that you use with any other online accounts, including bank accounts or email accounts. You are responsible for taking reasonable steps to ensure that no unauthorized person has access to your Web Portal account, including your login information or password. It is your sole responsibility to control the use of login information and passwords, to authorize, monitor and control access to and use of your account and password and to inform us promptly of any need to deactivate your Web Portal account.
